China export standards for Lithium battery / power bank

Lithium batteries and power banks—used in consumer electronics, tools, and portable energy storage—are among the most tightly controlled items in international trade due to their thermal runaway and fire risk. Exporting from China involves satisfying multiple overlapping regimes: UN 38.3 transport testing and dangerous goods classification for air, sea, and road shipment; IEC 62133 or UL 2054 cell and pack safety certification for consumer applications; and in some markets specific capacity limits or carry-on restrictions. Customs classification and state-of-charge limits for air freight apply globally. Secondary market-access requirements—such as the EU Battery Regulation's carbon footprint declarations and due-diligence obligations—are being phased in. The pages below compare applicable safety standards, transport rules, and market-access requirements for each market covered.
