Norway is an EEA (European Economic Area) member state but NOT an EU member state. Nkom (Nasjonal kommunikasjonsmyndighet — Norwegian Communications Authority) is the NRA enforcing RED in Norway through spectrum monitoring, market surveillance, and product checks. Nkom is a documented active enforcer of 5 GHz DFS requirements; devices operating on channels 52–140 without compliant DFS are an enforcement priority. DSB (Direktoratet for samfunnssikkerhet og beredskap — Directorate for Civil Protection) oversees electrical safety and product safety aspects under the equivalent of LVD. Key practical Norway-specific difference: despite EEA membership, goods entering Norway from EU or China are subject to Norwegian customs clearance via Tolldirektoratet (Norwegian Customs) and Norwegian VAT (MVA, 25%). Complete gap: SRRC, CCC, and NAL do not satisfy CE marking under RED for the Norwegian (EEA) market. Chinese manufacturers must: (1) test to RED-applicable harmonised EN standards at an ILAC MRA-member or EU/EEA-accredited laboratory; (2) draw up an EU Declaration of Conformity referencing all applicable directives and harmonised standards; (3) affix CE marking (minimum 5 mm) to the product or packaging; (4) appoint an EU/EEA Authorised Representative — an EU AR that does not explicitly cover Norway is insufficient; the AR must cover the EEA, or a separate Norway AR must be appointed; (5) ensure technical documentation is retained for 10 years; (6) note that Norwegian customs (Tolldirektoratet) clearance and Norwegian MVA (25%) apply on import despite EEA membership. Nkom actively enforces RED in Norway, particularly 5 GHz DFS non-compliance.
